I`m 13`5 1/4" hooked up as measured on a Cat Scale. the ground you measure from could be different on either side. Cat Scale measurements are level across no mistakes.
We had to laugh when we came up on a bridge that was marked 13`9" at 65 mph  in Pa., you suddenly start to question your accuracy  and kinda hold your breath.
