My understanding is that the ethanol content in gasoline before it had to be posted at the pump was regulated by individual states. In my states it's 15%, some stations post content at 15%, others don't even selling the same brand.
Ethanol can be damaging to any air cooled engine, not just outboard boat motors. I've been told that if you use the higher octane premium fuel, it's harder to get the higher octane with much ethanol content. I burn premium fuel in all of my small engines; I burn about $25 in fuel just mowing and trimming my yard.
