basically the axles that your wheels are mounted on have leaf springs fastened on them and the shackles connect the springs to the trailer. The bolts that are used for this seem to have a habit of wearing out the shackles in about 12-15,000 miles. This doesn't happen on all trailers but some people have had the bolts wear right thru the shackles. This is nothing to be scared of just to keep an eye on
