There are usually one of two square head (Robertson) screws that hold it in place. Often these are screwed from the under the top of the valance into a cupboard just above it. Each one is probably a little different, but just think, "if I was on a production line with x seconds to attach this thing, what is the quickest easiest way to get it up there?" and you won't be far wrong.
