Here we go with another water heater question

We can't get the water heater to work on electric. We just got our coach back from Keystone. We hooked up at a campground and turned the electric water heater switch on. About an hour later we turned on the hot water and got air pressure for a couple minutes before the water flowed, then it was cold. We didn't realize that Keystone drained the tank. We attempted to operate the reset button outside, but it seems like it is frozen, no movement at all. Fuses and breakers are all ok. We have hot water on propane.

Do we need to check anything else?

If the reset button is inoperative, can that be replaced by someone who does not possess a PHD in tools?
