State parks are probably up because of the cost (less expensive).
We stayed at an RV resort campground and I would say the capacity was only 70% and we made reservations the monday before the holiday weekend. I've been searching the local state park for reservations for this month and they are booked solid except for a couple tent/tent trailer sites.
