If they want it bad enough, one good pull on the tank against the strap, and the strap will break or the screw that holds it to the trailer will give out. As mentioned before, all of these measures only deter "honest folks", they may or may not cause thieves to seek easier targets nearby.
It's all a crap-shoot when it comes down to it.
