Yes. As has been said, there is a check valve on the upper hot water outlet. It is needed for the winterizing system when you bypass the water heater, it closes so cold water can not re-enter the tank. This link will show you the check valve that is probably causing your humming water heater. It will be available at most hardware or plumbing stores.
