As more and more services disappear from rural towns the card lock stations for locals are becoming a regular thing. Farms get bulk delivery and so locals buy gas from the card stations. They're usually a co-op and since they don't employ anyone to wait on customers they can provide the service. Doesn't help if your from out of town, but it does allow locals to get gas.
