You are correct about the winds in South Texas. My home for many years was between Corpus Christi and Laredo about 100 miles north of where you are. I did a search and found the average wind speed for Corpus Christi is 12.3 MPH, for Brownsville is 11.3 MPH. The great windy city of Chicago average has an 10.3 MPH.

These speeds appear to be low but take into consideration this is 24/365 for the past 50 years.
