Fresh Water tank cap leaks

I have a steady 1 drop per 3 seconds leak coming from my Fresh water tank via the cap. First I just tried hand tightening it, but it kept spinning. So I check to see if the clap holding the cap male and female fitting was loose and it was. Once tight, I could hand tighten the cap, but still the same leak.

Is this a common problem? Do I need a new cap? Do I need to use Teflon tap?

The fresh water tank drank is just a potable water hose with the cap assembly clamped on. Is there a superior solution made of brass that someone has tried??
