We spent a month in Baja a couple years ago and were advised to lock our spare tires on as they were easily removed and had a habit of dissapearing.
If you've ever driven thru Mexico and noticed the condition of most of the vehicle tires you can understand why!!!
Ever since then my PU and FW spares are locked on with a PU truck spare tire cable lock.
On my '09 2955 there's a welded brace at the top of the spare tire bracket that the cable fits over nicely. It also serves as a retainer in case anything fails. The spare may not be tight up against the bracket but that $200 tire will still be there.
