When we replaced our shackles we did not touch the U bolts. Don't know why they'd do it that way.
The parts are a little excessive but the labor sounds about as good as you will find now a days.
If your tires are wearing fine you certainly don't need the alignment.
If you can wait until you get somewhere you can do the job yourself that would be the best. Have you actually looked to see how badly the shackles are worn?
