If you are connected to city water, your water pump should be turned completely off at the main switch in your control panel.

If you are hooked up to city water, but using it to fill your fresh water tank only, you still need your water pump turned off.

If you are running water exclusively from the water hose, your water pump should be turned off. Make sure your fresh water tank is not in the "fill" position too.

If you are running water exclusively from your fresh water tank and you hear the water pump kick on for a sporadic second and then shut off again and you are not running water anywhere, check your fill switch for your fresh water tank in your wet bay. It's probably on the "fill" position. Switch it.

If the water pump is turned off completely and you still hear it sporadically turning on for a split second, then something else is happening. If the power is off, the pump should never come on.
