If the floor duct is insulated and sealed but closing off the registers helps the AC then there must be an air leak between the furnace and the floor registers unless the air is just passing through the furnace from the furnace return. The furnace can leak outside combustion air into the floor duct if the furnace gasket is not sealing? I guess it is time to start pulling the basement wall covers and have a look see.
