We have a Blue Pex Pipe hanging down in front of the spare tire?

After 14 years of RV'ing from Alaska to New Mexico, there has been only 3 drains underneath a fifth wheel, 2 at the low point and 1 for the fresh water tank. I need help with this blue one BEFORE crawling underneath in the gravel!!

Something has come loose, it is probably spray expanding foam around the blue pipe and that pipe has a white cap. But again, the blue pex pipe drain, what is it?

This is just embarrassing

not knowing or able to find out what it is.

Can anyone chime in?
