Larry,
Taking out the bolts and removing the old steps is easy. In installing the new steps, you'll need a way to support them to align the bolts (you'll need the same support to remove the steps). They are heavy. As woodtic says, unless you establish new holes, the top step has a slightly larger rise than the others. It has worked for us without drilling.
