I think the key word there would be "residing" in Alaska. Many states have laws relating to their driver's license and registration requirements. I visited Florida last year and stayed for 3 months. This year we will visit and stay for 4 months. I do not reside in Florida so they don't make me get a driver's license in their state nor register my truck and fiver.

Reading the site you provided about work camping in Alaska, it makes me wonder if they really want to discourage campers from the lower 48 from applying and would rather have native Alaska folks who are actually familiar with the area up there. Just a guess.
