Because it's a tire industry safety standard and to recommend less would be in violation of the industry safety standard.
The trailer manufacturer sets the minimum standards with their selection of OE tires. We as consumers don't have the authority to overrule the trailer manufacturers minimum standards. (CFR 49 Part 567 refers).
