The first thing I have to ask is does this happen after the water heater has set for a while between uses, like a couple weeks or so? If this is the case, never let the heater set that long with water in it. It will get an odor then.
Also, I might suggest not using the water heater while wintering in Arizona without an anode rod in it. The rod is there for a reason and if you cut it off, you are defeating its purpose.
Best bet is to not let the water heater set for any very long with water in it.
