2019 RAM 3500 trailer brake question

I have a new to me 3150RL that weighs about 12K. I've set the RAM trailer brakes to "Electric-Heavy" per the manual for trailers that weighs over 10K. When I approach an intersection to stop, at very slow speed i.e. 5 MPH or less, the trailer brakes always lock up and pull the truck to a stop. I've set the gain down to as low as 4 and it still happens. Today, I reset the Ram trailer brake to "Electric-light" and the problems seems to have resolved. With "electric-light setting I now I set the gain up to 8-9 and the brakes do not LOCK UP at the intersection. Has anyone experienced this with trailer brake set to "Electric-Heavy"....is this something to worry about or just go with "electric-light" and don't worry about it? this is our first 5'er and I would like to use it little this year before I consider an upgrade to disc brakes. we are only weekend warriors right now.
