Try to find a trailer supply house near you. Most larger cities will have one or two. This should be much cheaper than an RV dealer. And yes, for the small difference in price buying the whole assembly makes sense. There can be a lot of heat generated in a brake assembly, and some of the small parts can become fatigued from it. Then again, by the time you replace all four brakes you will have spent about 30 or 35% of what it would cost to convert to disc brakes (providing you are doing all the work yourself)
