Art, You might not know it, but the level-up control panel has a battery voltage reading function. You might monitor that and see what your actual voltages are. The bars, unless you know what voltage each bars represent, are useless.
Also, your converter, if like mine, has a mode button on the ckt board. When you open the plastic door that hides the fuses and ckt breakers there will be a led that will indicate what mode the converter is charging in. You can manually place the converter in different charge modes. Yours may be stuck in float? which will not charge a AGM
