I had an ADCO whole RV cover once ... some of it stayed in Kansas ... some ended up in Nebraska. I dunno what the definition of "wind" is to some. In reference to Kansas wind, no matter how many straps, cords, sashes, or bungees you weave over the cover ... it'll start flapping in a few weeks and it's downhill from there.
