We have one that goes all the way around, have spent many a winter in cold climates. It works well. You just have to find your own way to secure it down in the high winds, the one we have now has several sandbags to weigh it down.First one that wore out had gromlets to spike it down.It may be a cost effective way to go with the insulating boards as mentioned, our skirting cost $1400.00, but we are fulltime and when hubby was working we ALWAYS seemed to end up on the coldest winter construction jobs...LOL
