The more I look at the pictures, it just seems to me that there is something rubbing against the tires? It looks like there is a pronounced ridge line on the outer tread band where the rubbing is occurring. If these outer edges of the tires are not contacting the pavement at rest, there has to be something going on up under the fender wells since it would seem they would not contact the pavement when under way. As always, trying to be of help, no expertise, no experience, just pure conjecture! Keep us informed wizardly one!!
