As an old truck driver I feel a reason they don't is that not so many years ago, before the CB, it was customary for truckers to flash their headlights 3 times to warn oncoming truckers of problems ahead. The problem most often related to Smokey taking pictures (Radar) but it could be any reason to slow down and be on the alert. The typical response to this gesture was a thank you wave. As some drivers totally ignore the flashing, the ones waving back may think you are sending a warning of some sort.
