• He has a serious tractor pulling those trailers that is capable of the job.
• He is driving on very remote, flat straight highways.
• He is in a country where this is a common practice and drivers expect to see him and know how to react (get out of his way!).

Can't tell you the number of times I have seen someone with an overloaded truck and said "well that truck is in a hurry to go on blocks in the yard"!!
