I misspoke. I understand the "why" they have the option. But what I don't understand is why if you live in one of those states you would ever consider a 350 truck? 250 has the same payload, and you're correct that the 250 actually has higher than 10K as well, so getting the 10K option there is down rating it as well.
It would be like buying a new Vette, and ordering the 75MPH option, because that's the speed limit in your state...
