The same thing happened to us this past May. Had to take several of the "nails" out of the coroplast to pull it down far enough to get to the valve. Disconnected the cable and manually opened the valve by hand. I ordered a new 3" Valterra valve and cable and replaced the original valve and cable. I used hex head screws to put the coroplast back in place. BTW this project is not a fun one.
