Montana units traditionally have had closed underbellys. See if you can open by pulling the cable with a pair of vicegrips. If it will not move, you will have to get in the underbelly and look. Binding has been a problem for many because the cables are too long, kick up, and are often installed incorrectly. Once you get to the valve, you can disconnect the cable and manually dump your tank.
