You have found the sewer flush valve. The warning sticker is an attempt to keep you from accidentally filling the black tank due to inattention.

If the flush is not flowing water it is a safe bet the check valve has failed. It is located behind the shower or under the bathroom sink. Most of us have plumbed around it. Do a Search on flush check valve for more details.
