Tank Heaters

Our 2002 Montana Mountaineer appears to have factory tank Heaters.
The issue I have is these are starting to "peal" off the tanks.
Are they just old and need replaced or can they be reattached some...

It appears that adjusting the hydraulic bar solved the issue. It took a few tries but I think I got it.

Our main slidout doesnt fully seal at the top when extended.
Im not sure what adjustments I should make, any suggestions are appreciated.
