I can't find an exemption for out of state drivers but regulations seem to go state by state.

I have a DOT and MC number but not for my camper.The FMSCA requires you have at least $750.000 in liability insurance before they will issue you a number. Then your vehicle will have to be inspected...

The judges opinion would be the rule of law in their jurisdiction or their court as how they interpret the law. .The judge in a different county could have a different opinion and rule another...
