No bad fuse

The fuse is not bad. Is it then safe to assume the wires are shorted together (pos. and neg.) somewhere?? (We've had mice!)

I have a light on the 12 volt fuse panel for a circuit, and it won’t go off with the new fuse. does that mean there’s a short in the circuit? What’s the best way to find the short? Any help would be...
