Not to be critical but those shackle bolts appear to have zerk fittings and the broken bolt looks dry. If greasing these bolts was not being performed, I would assume that wheel bearings and brakes...

I put 1 1/2" blocks on the axles. That raised the rear 2 1/2". Doesn't sound like much but it leveled the trailer and hasn't dragged yet.

They worked pretty good pre-hydraulic leveling. Mine was dangerous because of the way it folded up. It was like 3 giant scissors waiting to take off a finger.
