Some would interpret "same" to be one valve shared by all. But as to "same" being the type of valve - YES, the valves are the same and the one 3" you buy fits both openings.

Those pulleys the cable runs through have pretty small passages. I would be afraid the tape will be stripped off and entangle with the pulley to make for a tougher repair job.
