I don't think he said it was connected to shore power. This is more of a question but believe it to be true, if the battery disconnect switch is operate doesn't it keep the converter from charging....

It is heat controlled I believe and comes on to cool the converter. The converter is what charges your battery. It is normal for the fan to cycle.

I have one on my 2006. I had to remove it trying to locate a water leak. Like you I assume it was there to add support to the J wrap and to deflect debris.
