I hope you are referring to Cell Phone laws in school zones. A call to the state capital would be worth the effort for any community you find they are not enforcing the law. It is a State law...

That is the new law for Washington (the state). All of the electronic signs today were blinking "Text, Talk, Ticket." It's about time. Now I wonder how many other states will follow suit.
