Draining the hot water tank?

Hypothetically.

Would it be possible to drain the hot water tank by doing the following?

Turn off the elec or gas to the tank.

Turn off the water supply.

Running the faucet at the kitchen sink until no more water flows?

Would this drain the tank and be suitable for taking to a climate in the teens? This would be in a climate that you did not need a water supply. Kind of like storage.
