Power fill valve faulty?

I have been flushing out my fresh water tank on my 2007 3400. I use the power fill switch in the convenience center. It has taken to making a noise now that I have not heard before. When I switch it to the "off" position, it still makes that sounds like valve is still partially open or something is jammed in there and water is still flowing through it. Maybe filling the hot water tank which I just changed the anode out of yesterday?

I tested it by turning on the power fill and then going inside and turning on the sink water faucet. I got water coming out of it (about 2/3 normal) when I should not have gotten any. When the power fill is running I have not had water in the past inside the rig. I assumed it was bypassed.

Now it is not bypassing. I still seem to fill my fresh H2O tank fairly quickly, but is my valve shot???
