Dont Beat me up on this Question!!!

I keep forgetting to ask this question. My wife and I have become RV Voyeurs. Not in a bad way, but often we sit after a hard day working at a local coffee spot (I can quit anytime I want to) which is on the main hiway into our area (US 101) and of course there are hundreds of Rv's to view on the endless summer parade to the Ocean. Question is, I see a very good percentage with a step ladder bungeed to the ladder. As I am new to this lifestyle, I have to ask why? They do not look tall enough to reach the roof, are they to get you up on the ladder? Enquiring minds want to know. Thanks
