no 12 volt

In my 110V panel the 20 amp breaker marked low end is tripped and I have no 12v at all

I don't understand low end but I would guess it is the feed for your converter. Will it reset?

Assuming the battery is good, shouldn't there be 12V even if the converter is off? Not knowing what "low end" refers to, you can unplug the converter (I think Don has a IOTA under the steps) and see if the breaker will reset. Also check the outlet to see if it has voltage or not.

This will take some investigation with a voltmeter to figure out what is going on.

I'd start by disconnecting the battery and see if it will reset. If it doesn't find the manufacturer of your converter and see if they have some trouble shooting procedures.

As for resetting the breaker, did you first turn the breaker off then back on? And did it then trip again? You normally can't just push a tripped breaker to ON without first turning to OFF.

Oops. Looks like you did get it reset.

yes I did then I plugged the converter in and there was a flash from the converter

Just from my experience a flash is not good. Maybe a dead short?
