While we were in Cody, Wyoming in 2001 and 2005, we stayed at the KOA and it was fine. We would stay there again because it is not in the busier part of town.
We have stayed in West Yellowstone three times; twice at KOA and once at Grizzly. KOA was busy and more "kid friendly"-go carts, pool, etc. The sites in front of the office were uneven and on a hill but it was OK and I would stay there again if I had to. We REALLY like Grizzly for several reasons. It is in town but at the edge of town and we found it to be really quiet and VERY CLEAN. This is our favorite place in that area. The roads are paved, pull-thrus and back-in sites are easily accessible, the restrooms as well as the laundry facility was spotless and the staff were very friendly. We can't say enough good things about this campground.
We've stayed in Jackson, Wyoming three times as well. Twice at the KOA on Moose-Wilson Road (I think it's now called Jackson Hole Campground). It is ok, on the out-skirts of town, has dusty gravel roads in the summer, close to the Bar-J-Wrangler dinner/show-which was well worth the money. We would stay there again. In 2007 we stayed in town at the Virginian campground. We would stay there again too. It was easy to get to, was clean and the staff was very friendly.
We didn't spend much time at the campgrounds though...so much to do and see in all three places. I hope you have an awesome trip!
