IF the valve is a quarter turn valve then the handle SHOULD be in line with the water line to be on. That is IF it was installed properly by the factory (some valve handles can be installed the wrong way while others are designed to go on only one way). The idea being that the handle should act as a visual to what condition the valve is in (IE: the valve crossways gives a visual effect that the valve is blocking the flow). Regardless of the handle the valve should open counterclockwise and close clockwise.
If the valve is a full turn valve then you will open it by turning counterclockwise. And obviously clockwise will close. That is standard across the plumbing industry.
In other words if that is a quarter turn valve it looks like it is off but only sure way would be to pull the line loose and make sure. Hopefully you have an easy to remove connection somewhere. Our unit has two under the slide going to the fridge. If that is the case:
1. Turn off your water supply (pump or city).
2. Drain off pressure at a sink then close.
3. Disconnect the line at the easy to remove connection.
4. very briefly turn on water supply and see if you get water flow. If yes valve is of course open.
5. If you don't get water flow, verify that you have pressure by briefly turning the valve in the picture.
6. Reconnect line and mark the valve for next time.
Even if you don't have the easy to remove line connections you should still have a connection that can be removed on the back of the fridge if you can get too it. Might take a crescent wrench to remove it.
