Your post causes me to think you have a connection problem, like maybe the seal on it is faulty or the valve is leaking. You will have to drop a portion the belly pan to determine. There is a possibility that the piping is cracked or maybe the tank. From what you describe, It sounds like the piping connections to me. You won't know until you get in there and check it out.
