Harv, I think your towing mileage is very decent. I think your solo mileage is just a bit low for the Dodge but the 4.10 axle might account for some of that. And I also don't know your driving habits, speed, terrain, wind, etc, all of which affect mileage.
I have the 6.7L Cummins and routinely get 18 to 21 solo and sometimes a bit better. I rarely drive faster than 70 mph solo, though as I have found mileage drops above 70 rather quickly.
Towing I don't get as good as you're getting, most of the time. Mine has 36,375 miles, of which 12,219 are towing this 3400RL (14,620 scaled pounds). I'd estimate 80% of the time we get between 10.5 and 11.5 mpg towing. The best we've ever done on a trip of at least 200 miles is 13.2. The worst is 9.8 and that was on the first two days of towing this Montana with this truck when it was brand new. That was in eastern Ohio hills and Pennsylvania mountains on two lane roads and running no more than 50 mph (to break in the rear end per the manual) so we were not even in 6th gear. Running in 5th all the time had to affect mileage negatively.
This Dodge has the 3.73 rear end, 6.7L Cummins, and six-speed automatic.
