Most states have laws about the obstruction of the windshield and most states have laws that people never knew existed. My state has a law the tells you how high the handlebars of a m/c can be from the seat once the seat is depressed from someone sitting on it. Not many know that one is on the books. But it's there for a safety factor just as the obstruction of a windshield is there for that same reason. I never gave a ticket out for the obstruction of a windshield but had plenty of chances to do so. But if the obstruction was really bad I would give a verbal warning and explain the law and have the driver remove the obstruction before I let him drive on. In order to avoid any problems with the law I suggest you just remove the item before getting on the road.
