If you're talking about the "snake oil" type things that are popping up promising to increase your MPG then they are all designed to simply separate you from your money. Simple as that. Do they work? Well, yes sort of. But they produce so little hydrogen as to be ineffective.
Don't know if you're a fan of the television program Mythbusters or not. But they did a program on this very issue and found that the hydrogen thing works but not enough to be useful for traveling.
If you're talking about a true FUEL CELL then yes.... those things work and work well. But they are still very expensive and require extremely pure sources of energy. But this technology or something similar will probably be the things that eventually save our economy.
