RV Explosion

Just heard a news report that a major freeway near here is closed because an RV caught fire and exploded (no reason to believe this was a Montana). The speculation is that this explosion was caused by propane. I was wondering if people usually run with their propane tanks turned on. We usually do, either to keep the fridge cool in summer, or the coach warm in winter. What is the usual practice? Are there any state regulations about propane tanks on RVs?
